1. Perform analysis of existing distribution system utilizing crucial GIS data and systems of information and leak survey, to create weighted risk factors and a detailed spatial risk assessment. 1.1 Identify and rank risk factors to highlight areas and pipelines affected by related risk and rank replacement opportunities that mitigate the greatest risk and external consequence. 1.2 Provide a GIS dataset with copies of the grids, generated sub-grids, and pipelines with a rank and score for each user defined risk factor, a consequence of failure score, a risk of failure score, and overall total score for each grid and pipe feature. 1.3 Capabilities to deliver results as a Microsoft Excel document, .pdf document, and spatial data in an interactive web map. Deliverables are to be used to inform and improve project decisions for DIMP (Distribution Integrity Management Programs), replacement projects, and replacement prioritization. 2. Perform Leak Survey, if required: 2.1 Leak Survey shall provide timely leak notifications/reports. 2.2 Leak Survey shall deliver complete list of leak results as GIS data. 2.3 Leak Survey shall optionally collect missing assets as GIS data. 2.4 Leak Survey shall optionally provide atmospheric corrosion inspection services. 3. Perform a hydraulic model of the existing system to ensure proper sizing and replacement of facilities for system optimization and growth potential. 4. Perform engineering and design based on replacement prioritization. 4.1 Develop drawings to include material required for regulator stations, mains, service lines, and meter sets. 5. Develop budgets for all phases of project: 5.1 Risk Analysis 5.2 Leak Survey 5.3 Engineering Design 5.4 Materials 5.5 Labor – construction, retirement, and restoration 6. Provide construction package and drawings for all phases of the project. 7. Conduct pre-construction meeting prior to each phase of the project. 8. Provide inspection services and as-builts: 8.1 Inspection of all phases of construction. 8.2 GPS data collection for all controllable and non-controllable fittings. 8.3 Provide real-time access to construction project status. 8.4 Include scanning and storing of all F-2897 standard barcodes of installed materials. 8.5 Store all project-related documentation (.pdf, pictures, Excel, etc.). 8.6 Digital tools shall allow an inspector to work on multiple projects. 8.7 Digital tools shall allow multiple inspectors to work. 8.8 Generate daily logs summarizing key project activity information. 8.9 Deliver each project’s data as digital binders at project completion. 9. Provide GIS Services 9.1 Include tracking and traceability data. 9.2 As-built maps to support network tracing.
