The project scope of work includes: • Network Design o Prepare detailed outside plant and central office engineering drawings to connect 66 eligible BSLs and 8 CAIs across Vineland. The design shall optimize the use of existing City fiber infrastructure (shown in orange in Figure 1) and incorporate new aerial and underground routes (blue and green) to ensure complete coverage of all CPF-eligible locations. • Capacity and Routing o Engineer sufficient feeder and distribution fiber capacity to serve all eligible sites, with spare capacity included to support future growth. • Central Office and Electronics o Provide specifications for central office space, power requirements, optical equipment, racking, and fiber termination panels. • Bills of Materials (BOM) o Develop comprehensive bills of materials and quantities (BOM/BOQ) covering all required fiber, conduit, cabinets, handholes, splitters, etc. • Permitting Packages o Prepare permit submission packages for aerial and underground construction in coordination with Vineland Municipal Electric Utility (VMEU), Verizon (joint pole attachments), and all relevant municipal and state agencies. • Construction Readiness o Ensure designs are buildable and include splicing diagrams, drop details, and make-ready assessments for aerial pole infrastructure. • Owner’s Representative Services o Provide Owner’s Representative (Owner’s Rep) support during the construction phase. The selected firm will serve as the City’s technical advocate, monitoring contractor performance, reviewing construction progress against design documents, assisting with change order evaluations, supporting coordination with permitting authorities, and verifying that work meets quality, safety, and compliance standards.
