• Program Design and Improvement o Drafting program policies and eligibility requirements, guidebooks, forms, field memoranda, and guidance documentation. o Providing subject matter expertise on federal program requirements, if applicable. o Developing the requirements for closeout and ultimately reviewing closeout packages for program compliance. o Establishing and maintaining an internal, comprehensive quality control program. o Conducting analyses on program processes, implementing process improvements, and providing technical assistance to increase production levels. • Case Management o Operating application and intake processes, including conducting outreach, responding to applicant inquiries, making and tracking referrals to community and other City resources, and making eligibility determinations. o Operating a customer call center and/or operating in-person customer service centers in selected location(s). o Documenting and responding to participant inquiries and complaints and ensuring follow up and enforcement of required complaint and appeals processes. o Coordinating communications between construction firms, scoping and inspection teams, applicants, and the City. o Coordinating participant benefits to ensure no duplication of benefits occurs. o Collecting and reporting participant data and information for program requirements. • Financial and Grant Management o Reviewing invoices submitted by program contractors to ensure that they conform with contracted services, are fully documented, and eligible for grant funding. o Real-time accounting of program expenditures. o Advising on grant rules, practices, and procedures, and assisting in securing reimbursement for eligible work from state and federal agencies. o Generating grant management and expenditure reports. o Managing the compliance resolution process, including recapture and subrogation. o Conducting pre-audit activities and preparing documentation for an audit. o Preparing risk assessments based on reviews of work expenditures. • Technology Solutions o Developing and maintaining technology solutions that meet identified business and program requirements, including any reporting requirements, and integrating program contractor and City systems. o Ensuring that all developed technology solutions meet the City’s standards for quality, security and compliance. • Construction Management o Performing initial property inspections, preparing inspection reports, and assisting in the preparation of a scope of work and schedule for construction. o Conducting cost estimates and price analyses, including reasonableness analyses and developing recommendations for a cost cap per site. o Overseeing construction services and construction milestones. o Performing final inspections, certifying the work to ensure that it meets the programmatic guidelines, and preparing inspection reports.
