The Contractor would: 1. Provide quality translations that are accurate, precise, and clear and are culturally and politically sensitive to the social environment of the target audience for all language pairs involving English and any language spoken by residents of the City of New York, including but not limited to the languages and dialects listed in Appendix B. 2. Provide documentation as to the established quality assurance process in producing translated documents to ensure the accuracy and quality of the product delivered. If requested, each translated document would be notarized and/or certified for accuracy. Where an affidavit or exhibit annexed to a paper served or filed is in a foreign language, it would be accompanied by an English translation and an affidavit by the translator stating his/her qualifications and that the translation is accurate. 3. Provide written conversions of source texts in one language into target texts in another language with the meaning and intent of the original source text (Translation) including but not limited to the languages and dialects listed in Appendix B. Primarily, ACS requires translation of documents from English into one of the languages identified in Local Law 30. The requirements of the project (i.e., document delivery methods, format of documents, etc.) would be addressed on a project basis and included in the request for the project; however, all performance standards specified herein apply. Translations must adhere to ACS-approved templates where applicable, preserving content structure and formatting. 4. Translation Into English: For requests involving translation into English, contractor shall apply the rate corresponding to the source language being translated. Rates must reflect the applicable tier assigned to the source language (e.g., Spanish, Local Law 30, except Spanish, Common, Rare/Esoteric), as detailed in Appendix B. 5. For media-based translation services (e.g. website localization), the contractor would provide translation of files, in the required media format (i.e., hard copy or electronic), by technically qualified and experienced language specialists including proofing, editing, and client consultation for product assessment; glossary development; and final production layout and output. The contractor would provide comprehensive support services to ACS staff or requesting provider agencies by providing consultation and deliverables for fields of expertise including, but are not limited to, the translation of business, legal, medical and technical documents, manuals, websites, multimedia, internet, video, audio, and software localization. For website localization, the contractor would preserve HTML format and would attempt to maintain the design and visual layout.
