The Department of Ecology (ECOLOGY) seeks a Contractor to obtain a dataset of multiple criteria, hazardous, and toxic air pollutants at a high spatial and temporal resolution from a mobile monitoring study in overburdened communities and participating Tribal communities, hereafter referred to as the study areas, across Washington State. The primary objective of the High-Resolution Mobile Monitoring (HRMM) study is to identify gradients in air pollution burden at a finer, more local scale than current monitoring networks can provide. This study will help ECOLOGY, communities, Tribes, and others better understand community exposure to air pollution at a fine spatial scale, inform future air monitoring efforts, and pinpoint areas for further actions to improve air quality. The Contractor for the HRMM study must provide ECOLOGY with a comprehensive dataset that includes repeat measurements in the study areas, on defined routes, of multiple air pollutants, temporally balanced across a range of times of day, days of the week, and seasons, and geographically balanced across land uses and roadway types. Results must capture diurnal variations in air pollution, include evaluation via collocation with existing fixed-site, stationary air monitors operated by ECOLOGY, partner agencies, or Tribes, and be reasonably representative of the temporal variations and spatial gradients of air quality conditions within the study areas throughout a full year. Measurements must have adequate resolution, precision, accuracy, and data completeness to allow for comparison of air pollution at both the census tract level and at the smallest spatial and temporal scale that can be meaningfully interpreted. This dataset must first allow for comparison of multi-pollutant air quality conditions within the study areas. Secondarily, this dataset must allow for assessment of impacts from air pollutant sources within the study areas. This dataset must also allow, when reasonable, comparison of multi-pollutant air quality conditions statewide, whether or not sampling can be conducted in the study areas contemporaneously. The sampling plan will be subject to approval by ECOLOGY with regard to the adequate distribution and representativeness of sampling locations and periods, as well as the air pollutants monitored. The methods and approach to analysis and visualization of results will similarly be subject to approval by ECOLOGY. ECOLOGY will secure written approval for inclusion in the HRMM study and the use of data gathered in Tribal communities from each participating Tribe through consultation. This Contract encompasses all technical services related to mobile monitoring, along with data processing, analysis, and visualization, for the duration of the Contract. Community engagement, communications, and outreach to participating Tribes and overburdened communities in support of monitoring activities will be led and conducted solely by ECOLOGY. No work shall begin until a contract agreement is signed by all parties , and the ECOLOGY Contract Manager for this contract provides direction. The initial period of performance of any Contract resulting from this RFP begins on the date of ECOLOGY’s signature until 6/30/2027 and will be extended pending legislative reappropriation of funds for a maximum total period of 24 months, or until funding is exhausted, whichever comes first, unless at ECOLOGY’s sole discretion the contract is terminated sooner, or extended for additional periods. The total budget for this Contract is $8,000,000.00. Proposals exceeding this amount will be deemed non-responsive and ineligible for award. The Contractor may need to build out mobile monitoring platforms and procure monitoring equipment to meet the scale, capacity, and specificity of this project. However, this Contract will not fund the construction or build out or procurement of mobile monitoring platforms or supporting monitoring equipment beyond $500,000.00 of the total budget. Equipment estimates in excess of $500,000.00 without a request to exceed this limit with detailed justification that is subject to ECOLOGY approval will be considered non-responsive and ineligible for award. This Contract will not fund the inclusion of fixed-site, stationary air monitoring equipment.
