New Center – Wings 37, 38, and 39 • Upgrade HVAC systems in cell blocks and Day Rooms to improve air quality, comfort, and energy efficiency. • Ensure system integration with existing infrastructure to minimize disruption and support long-term operational efficiency. • Install electrical receptacles in each cell. • Implement a new power distribution system in Block 38 to support HVAC loads in both the New Center and Madison Building. Madison Building • Replace existing HVAC systems with energy-efficient solutions that provide reliable temperature control and improved air quality. • Include backup heating capabilities and energy recovery measures to optimize performance and efficiency. • Electrical capacity for these upgrades will be supported by the new distribution system in Block 38. Construction Considerations • The facility will remain occupied during construction. • Work must be phased to maintain operations and security, with sequencing determined in collaboration with the design team, construction administration firm, and the Department of Correction.
