Request for Developer Proposal/Qualification Preparation and Evaluation Services • Provide expert advisory services related to University real estate development solicitations, including public/private partnership development team solicitation • Assist in drafting RFP/RFQ documents in collaboration with University staff and other relevant project stakeholders • Draft complete RFP/RFQ documents, exhibits and due diligence materials for solicitation of new University development projects, including public/private partnership and design-build projects Proposers must acknowledge, if selected to draft RFP/RFQ documents, that Proposer nor all individuals with whom a business is affiliated, including, but not limited to, any officer, agent, employee, consultant, independent contractor, director, partner, or manager of a business shall not be eligible for award of said RFP/RFP pursuant to this prohibition stated in 30 ILCS 500/50-10.5 (e) of the Illinois Procurement Code. • Provide expert advice to University staff related to ground leases, development agreements, public/private partnership agreements, and other agreements required to develop University-related projects • Analyze responses to RFP/RFQs including quantitative and qualitative reviews of the responses including detailed reviews and comparisons of developer proformas • Perform complex financial analysis related to University projects, including public/private partnership development projects; analysis includes, but is not limited to, net present value, sensitivity analysis, assessment of pro forma assumptions, and benchmarking of pro forma assumptions against comparable projects • Perform comprehensive analysis of alternative transaction structures • Provide assessment of developers’ perspective of proposed project requirements and transaction terms • Analyze development teams’ financial capacity including ability to access debt and equity funds for projects; in-depth evaluation of development team financial statements and team capacity to secure funding and provide guarantees for proposed projects • Prepare written reports and presentations on recommendations as requested • Other related services as needed Real Estate Acquisition Services • Assist in negotiations for acquisitions of property, including air rights, with services that include but are not limited to valuation, development of marketing/bid packages, advertising, and distribution to appropriate Proposers, financial analysis of alternative development programs, residual land value analysis, negotiation, and documentation • Assist in coordination of due diligence investigations and reviews of potential acquisition sites for the University • Prepare written reports and presentations on recommendations as requested • Other related services or reports as needed
