Specifications 1. Regular workdays for inspectors and planners are Monday through Friday, excluding County holidays. Regular work hours for an inspector is 7:30 a.m. to 4:30 p.m. with a one-hour break for lunch; and for an inspector it is 8:00 a.m. to 5:00 p.m. with a onehour break for lunch. The User Division requesting the Temp shall determine the number of hours worked daily, the length of time the temp is required and the total number of temps required. The following is a listing of County holidays: a. New Year’s Day b. Martin Luther King Jr., Day c. Memorial Day d. Independence Day e. Labor Day f. Veteran’s Day g. Thanksgiving Day and the day after h. Christmas Eve and Christmas Day 2. Overtime work hours for a planner is defined as Monday through Friday, from 4:31 pm to 7:29 a.m.; and for an inspector is defined as Monday through Friday, from 5:01 p.m. to 7:59 a.m.; and All overtime hours must be pre-approved by the County project manager in writing (email is acceptable). Overtime will be billed at 1.5 times the hourly billing rate awarded. 3. The first low Vendor will be given the opportunity to provide the temporary employee(s) and shall be given a minimum of 24 hours’ advance notice for any position needed. Should the first low Vendor be unsuccessful in securing an employee for the requested position within 48 hours of the request, the County Bid 26-019, Building Inspector and Plans Examiner Temporary Positions reserves the right to request the temporary employee(s) from the second low Vendor and so forth. The County shall have the right to approve and refuse any temporary employee(s). 4. License verification shall be required prior to the temporary employee reporting to work. 5. Inspectors and plans examiners are recommended to report to work equipped with an Apple tablet to perform their inspections. The County will not provide reimbursement for the equipment; vendors will need to include this cost within their percentage markup. 6. The County will provide a cell phone for communications. The cell phone may also be used in place of an Apple tablet to perform their inspections; however vendors should take into consideration the ease of using a tablet versus a cell phone to read and enter information when performing inspections. 7. Inspectors and plans examiners may be required to report to work at the County Administration Building in Bartow, or a future satellite office site located within Polk County. Travel time to and from the designated reporting location will not be paid. The designated reporting location is subject to change. 8. Inspectors and plans examiners shall report to work equipped with a vehicle. The County will not provide vehicles. The County will not provide reimbursement for mileage. The hourly rate should be inclusive of mileage. 9. The Building Division reserves the right to keep the temp engaged for as long as the need continues. 10. If the County determines the temps sent to any job site is/are not qualified to do the required work, within the first four (4) hours after reporting to work, then the temp will be sent back to the Vendor at no cost to the County. 11. A Temp may be dismissed from their assignment at the sole discretion of the County for the use of alcohol or controlled substances while on duty, using profanity or being verbally abusive, disobedience of reasonable directions given by the County’s personnel, violation of safety rules and regulations and misuse of the County’s property. 12. Any work products such as reports, drawings or charts or other intellectual property that are produced by a temp as part of the services under this agreement shall be the sole property of the County. All reports, correspondence and any other information are subject to the Florida Public Records Law.
