3.1 Tasks and Deliverables3.1.1Implement the NCI-AD survey protocol in alignment with national standards available at National Core Indicators: Data Collection Specifications3.1.2Implement the NCI-IDD survey protocol in alignment with national standards.3.1.3Implement the NCI-NF survey protocol in alignment with national standards.3.1.4Collect high-quality, person-centered data on the experiences of older adults and people with disabilities receiving home and community-based services from the Department of Human Services.3.1.5Submit clean, valid data to HSRI for national analysis and reporting.3.2 Project Planning and Coordination3.2.1Participate in NCI-AD, NCI-IDD, and NCI-NF trainings and planning sessions hosted byHSRI.3.2.2Develop and maintain a project plan with timelines, milestones, and deliverables for the NCI-AD survey cycle beginning July 1, 2026, and every other survey cycle thereafter.3.2.3Develop and maintain a project plan with timelines, milestones, and deliverables for the NCI-IDD survey cycle beginning July 1, 2026, and annually there after. Develop and maintain a project plan with timelines, milestones, and deliverables for NCI-NF survey cycle beginning July 1, 2026, and annually thereafter.3.2.3Coordinate with the State’s designated project lead from each Division and HSRI staff as needed to successfully administer the surveys.3.2.4Establish a risk management protocol and escalation process for addressing unexpected operational or compliance issues.3.3 Sample Development and Management3.3.1Assist with or oversee sampling in coordination with the State to ensure the samples reflect the target populations.3.3.2Ensure confidentiality and HIPAA compliance throughout sampling.3.4 Survey Administration3.4.1Hire and train interviewers consistent with HSRI/NCI-AD, HSRI/NCI-IDD, and HSRI/NCI-NF guidelines.3.4.2 Conduct in-person or remote interviews with a minimum target number of 400 completed surveys for each required survey type.3.4.3Ensure all necessary accommodations are available for respondents to participate in the survey. in are3.4.4Provide translation services when necessary to conduct the survey.3.5 Quality Assurance3.5.1Monitor data collection for completeness and accuracy.3.5.2 Implement quality control protocols, including spot checks and interviewer assessments.3.5.3Provide periodic updates and issue logs to the Divisions.3.6 Data Submission and Reporting3.6.1 Clean and submit all survey data in HSRI-specified formats by the required deadline.3.6.2Provide summary reports, debriefs, and feedback on the data collection process.3.6.3 Participate in follow-up discussions with HSRI and the Divisions.
