A. General The City of League City is seeking qualified proposers for the Fireworks Extravaganza. The purpose of these specifications is to describe the minimum requirements of the City of League City for the Fireworks Extravaganza contract. The quantities in the request for proposals or attached quantities are estimates based on previous usage. These estimates are for acquainting the bidder with probable quantities to be expected during the contract period. These estimates are not intended to set forth minimum or maximum quantities of this contract and shall not be construed as such. B. Categorical breakdown of scope LICENSES AND PERMITS: Bidder shall ensure that they possess a valid public display license. Bidder shall, at their own cost, procure all permits and/or licenses required by Federal, State, and County authorities. SHOW DATE AND TIME: Bidder shall perform the Program, as specified herein, on July 3, 2026, July 3, 2027, and July 3, 2028, after dusk, unless the City, at its sole discretion, either postpones the display due to inclement weather, or postpones or cancels the display due to a local ban on burning and/or fireworks. LOCATION: The City determines the location of the event each year. Once the location has been determined, the City will give the awarded vendor a 60 days’ notice of the location prior to the event. The Bidder shall be flexible with the location chosen within the City limits of League City. PROGRAM DESCRIPTION: The Bidder shall ensure that the Program consists of a minimum of three sections. The sections shall consist of an opening display, a main display, and a grand finale. The total program shall last no less than eighteen (18) minutes, and no longer than twenty-five (25) minutes. The display should include a musical program that aligns with the show. LAUNCH RATE: The Bidder shall launch shells at a moderate rate without long periods of hesitation. GRAND FINALE: The Grand Finale must be designed and launched in a manner that makes it obvious that it is the Grand Finale for Program. FIREWORKS SHELL SIZE: Shells are required to range in size from 1.3G and 1.4G to include a minimum of 5,962 firework shots. SETUP TIME: The Bidder shall ensure that all equipment and or materials required for the Program are properly setup no later than 4:00 p.m. on the day of the show.
