(1) perform an in-depth review and analysis of the County of Maui's current HR framework including its Department of Personnel Services (DPS) and the HR functions performed at the department level, and to develop a strategic plan for more efficient and effective County HR moving forward for the next four (4) years (2026-2030); and (2) review, revise, and update DPS's administrative rules (entitled the Rules of the Director of Personnel Services) and Civil Service Policies and Procedures to ensure compliance with State and Federal laws, alignment with best practices in public human resources management, and the development of clear, practical, and modernized rules that support efficient and fair administration of the civil service system.
