Services. The Offeror must be able to provide Sex Offender Treatment Services. 1.5.3.1. The County is contracting for Sex Offender Treatment Services that: 1.5.3.1.1. Address criminogenic needs including responsivity factors through all phases of treatment; 1.5.3.1.2. Utilize evidence-based practices as well as evidenced based curriculum approved by Community Corrections; 1.5.3.1.3. The use of reinforcers/incentives; 1.5.3.1.4. Employ the use of reinforces/incentives; 1.5.3.1.5. Have implemented a client fee system to support the cost of these services and demonstrate the ability to collect third party payments when available; 1.5.3.1.6. Adhere to and cooperate with the Correctional Program Checklist (CPC) and follow all recommendations in the following domains • Program Leadership and Development • Staff Characteristics • Client Assessments • Treatment Characteristics • Quality Assurance 1.5.3.1.7. Utilize risk assessments with-in treatment planning; 1.5.3.1.8. Address dosage and duration of medium/high risk clients; 1.5.3.1.9. Provide groups that are separated by risk level; 1.5.3.1.10. Provide written Policy criteria for the following domains: • Target Density/Treatment Type • Inclusion and exclusion into the program • The ratio reinforcers are used vs. punishers • Reinforcers applications • Client input and client satisfaction surveys • Recidivism Tracked 1.5.3.1.11. Provide weekly updates on client progress to Community Corrections and collaborate with Parole/Probation Officer; 1.5.3.1.12. All services provided under this contract will be consistent with research-based TO PROVIDE SEX OFFENDER TREATMENT SERVICES RFP Page 6 principles for correctional programs and/or 1.5.3.2. County and the successful Proposer may negotiate a Statement of Work for the Contract. 1.5.3.3. The parties may agree to amend or modify the awarded Contract in accordance with OAR 137- 047-0800. 1.5.3.4. Assignability. The successful respondent shall not assign, transfer, subcontract, or otherwise dispose of its rights or duties under this Agreement to any other person, firm, partnership, company, or corporation without the previous written consent of Klamath County
