The selected consultant shall provide Right of Way Plan Review and Land Acquisition Services for Section 2 of the Mid-States Corridor. The services will include right of way engineering review, title updates, staking, project management for acquisition services, the early assessment of the real estate cost estimate, appraisal, appraisal review, negotiation, closing, relocation, property management and demolition services contract bid document preparation and inspection oversight services oversite and demolition services oversite. This item may also include final review of completed parcel plats and conveyance instruments or revisions to stated services. The selected consultant will be required to have Lands Records System (LRS) access through the INDOT Real Estate Division in order to establish all the right of way engineering services. The selected consultant will be responsible for parcel creation and parcel details entered into the LRS application program. The selected consultant shall provide appraising services for land and improvements and the appraising services in compliance with regulations and statutes governing these services including but not limited to: Uniform Relocation Assistance and Real Property Acquisition for Federal and Federally Assisted Programs, Uniform Standards of Professional Appraisal Practice (USPAP), and INDOT Office of Real Estate Appraisal Policies. Negotiation services include but are not limited to a negotiator explaining the project to property owners, the taking, the impact of the taking on the residue, the acquisition process, the offer, and the negotiator shall act in an honest and competent manner with the property owners. The negotiator must document all contacts with the owner and treat all owners fairly with respect and dignity. Right-of-Way Relocation services requires the relocation agent to explain the provisions of relocation assistance to eligible persons or businesses that are displaced by this project. The relocation agent shall assist each displaced person with filing all eligible relocation entitlement claim vouchers within the required filing claim time period. The relocation agent must document all contacts with the owner and treat all property owners fairly with respect and dignity.
