OHR seeks a vendor to conduct fair housing testing and related services to determine whether individuals are treated differently in their search for housing and the extent housing providers and others involved in offering rental housing and real-estate related services in Arlington County are complying with fair housing laws. Specifically, OHR is seeking proposals from qualified vendors to complete the following: 1. Develop a detailed testing plan (including testing methodologies, number of testing sites, etc.) and schedule with an estimate for completion date for OHR staff review and approval before implementation. 2. Coordinate with OHR staff to identify and preview testing sites within Arlington County, Virginia 3. Develop testing materials 4. Recruit testers and testing analysts 5. Train testers and testing analysts 6. Prepare tester characteristics forms and test instructions 7. Pair, schedule and dispatch testers 8. Oversee performance of tests by testers
