When feasible, data should also be presented at the school boundary level and include both table and visual formats. 1. Geographic and Data Considerations ● Provide data at the census tract level (preferred), with explanation if limitations exist. ● Census blocks are understood to be too granular but may be considered where efficient. ● Include school boundary overlays when possible. ● Incorporate homeschooling data where available to capture the full picture of student populations. 2. Historical and Comparative Data ● Year-over-year comparisons across a 20-year timeframe (or longest feasible period). ● Birth data by census tract, extending as far back as available. 3. Housing Market Data ● Existing home sales: ○ By census tract ○ By school boundary (included in each school’s profile) ○ By buyer age (census tract and tabular view) ○ By seller age (census tract and school profile) ● New home purchases: ○ By buyer age (census tract and school profile) ● Housing ratios: ○ Student-to-existing-home ratio ○ Student-to-new-home ratio ○ Student-to-apartment ratio ● Pricing comparisons: ○ Average home price per year compared to student enrollment (identify trends) ○ Average rental price per year compared to student enrollment ● Economic factors: ○ Analysis of interest rate trends and their impact on home purchasing patterns. 4. Enrollment, Capacity, and Utilization ● Provide current and projected student enrollment by census tract and school boundary. ● Analyze building capacity and utilization across all school sites to identify under- or over-utilization. 5. Modeling, Projections, and Business Intelligence ● Clearly present fact-based findings without value judgments. ● Provide projection models that account for external factors such as: ○ Open transfer laws ○ Tax credit incentives for school choice ● Incorporate business intelligence tools or visualizations that allow the district to interact with and better understand the data. ● Include an opportunity for district dialogue to ensure understanding of projections and assumptions.
