The selected consultant will be expected to perform, at minimum, the following tasks: 1. Project Planning & Engagement * Meet with City leadership to establish project goals, timelines, and communication expectations. * Develop a work plan including stakeholder engagement strategy. 2. Comparator Communities Analysis * Identify and justify a set of appropriate peer communities and/or organizations for comparison. * Consider factors such as size, population, geography, services provided, and organizational structure. 3. Job Analysis & Classification Review * Review existing job descriptions for all non-union positions. * Conduct job analysis (through questionnaires, interviews, or focus groups as appropriate). * Recommend updates or revisions to ensure job descriptions are accurate, comprehensive, and reflective of actual responsibilities. 4. Compensation Study * Collect and analyze wage and salary data from identified comparator communities. * Evaluate internal equity across City positions. * Compare external competitiveness by position and classification. 5. System Design & Recommendations * Recommend a compensation system (e.g., step system, merit-based, hybrid) appropriate to the City’s size, structure, and budget. * Provide guidance on implementation strategies, including potential fiscal impacts. * Recommend ongoing maintenance practices (e.g., update cycles, adjustment mechanisms). 6. Deliverables * Interim updates as requested. * A final written report with methodology, findings, and recommendations. * Presentation of results to City Council and/or other stakeholders as required.
