TOWNSHIP ENGINEERING SERVICES. The Township requires engineering services for the general operations of the Township and the rendering of such assistance as the Township may require from time to time. These services shall include, without limitation, review of capital projects, preparation of bid specifications or applicable procurement documents for capital projects, review of all Planning Board and Zoning Board of Adjustment submissions and monitoring of construction, review of environmental matters where directed by the Township and the conduct of any studies or investigations. The following minimum threshold criteria shall be met: Licensed to provide engineering services in the State of New Jersey for a minimum of five (5) years; a) Must be a Certified Municipal Engineer in the State of New Jersey; c) Must have experience in providing engineering and related discipline services to a New Jersey municipal government in a community with similar demographics as the Township of Franklin; d) Must document experience in municipal capital and public works projects including, but not limited to road reconstruction, drainage facilities, water and sewer construction, recreational facilities etc.; e) Must have a multi-disciplinary engineering firm with at least five (5) years current experience; f) Must document that the firm has knowledge and experience with Federal, State, County and Municipal rules, regulations, standards, permitting procedures, grant applications and all other requirements as it relates to municipal engineering services; g) Must document that the firm has knowledge and experience in all related fields of Geographical Information Systems. h) Must provide a detailed description of the company’s qualifications and experience.
