COMPANY The Contractor shall be licensed in the City of Houston for both emergency and nonemergency transfers and shall conform to all adopted rules and regulations governing ambulance services as specified by the State of Texas in the Emergency Medical Services Act. The Contractor shall have at least three (3) years’ experience in the transfer of emergency and non-emergency patients. RESPONSE TIME The Contractor must be able to provide and differentiate between the following response requirements inclusive of weekdays, weekends, and holidays: • Ventilator-Dependent Patient The Company will arrive one (1) hour in advance of the hospital departure time. This will allow time to stabilize the patient on the transport ventilator prior to the transport. • Priority Transfers Transfers will be arranged through the case manager or off-shift administrator. Dispatch to the arrival of the proper vehicle class at the appropriate entry point will be within the quickest timeframe possible, but not to exceed fifteen (15) minutes. Due to advanced visitor screening policies and procedures, the Company will need to consider this when trying to access at the scene of the request. Total time will need to be forty-five (45) minutes or less. • Routine Transfers Transfers will be arranged through the case manager or off-shift administrator. A period of one (1) hour from the time of notification to the arrival of the proper vehicle class at the scene of the request. • STEMI & Stroke Transfers (Critical Transfer) Transfer will be arranged through the case manager or off-shift administrator. A period of twenty (20) minutes from time of requested dispatch to the arrival of the proper vehicle class at the scene of the request. This will require an ACLS transport. • Houston Area Locations Transfers Transfer will be arranged through the case manager or off-shift administrator. Dispatch to the arrival of the proper vehicle class at the appropriate entry point will be within the quickest timeframe possible, but not to exceed forty-five (45) minutes.
