Task 1: Project Oversight • Coordinate project execution, scheduling, and budget tracking. • Procure and oversee any subcontracted cleanup companies. • Submit quarterly progress reports including spending to city staff. • Prepare a Final Cleanup Report documenting all project activities. • Attend relevant conferences and stakeholder meetings. Task 2: Community Engagement • Develop and implement a Community Involvement Plan. • Facilitate public meetings at key milestones. • Maintain project repositories and provide regular updates via website and listservs. • Design and distribute outreach materials (print and digital). • Track and report on public engagement outcomes. Task 3: Cleanup Planning • Finalize the Analysis of Cleanup Alternatives (ABCA) incorporating public input. • Prepare bid specifications and procurement documents for remediation contractors. • Lead pre-bid site meetings and respond to contractor inquiries. • Secure necessary permits and complete required VRP documentation (e.g., QAPP). Task 4: Site Cleanup Implementation • Conduct Human Health and Ecological Risk Assessment. • Prepare and submit a VRP-approved Remedial Action Work Plan as well as general clean up and design plans. • Oversee installation of protective cover and engineering controls (e.g., trail tread, signage). • Develop and record Land Use Covenants (LUCs) to ensure long-term compliance. • Complete ecological restoration of unauthorized trails and disturbed areas. • Submit Remedial Action Completion Report and Final Report. Additional Deliverables: • Quality Assurance Project Plans (QAPP) and Field Sampling Plans (FSP). • Contractor will perform and document all Sampling and Analysis Plans with Standard Operating Procedures according to the WVDEP approved QAPrP. • Bid documents for contractor selection. • Documentation of compliance with Davis-Bacon Act and DBE good faith efforts, when applicable. • Support for stakeholder working group meetings and public engagement sessions.
