OSD seeks to understand the capabilities, implementation strategies, and pricing models available in the marketplace for systems that can support core procurement functions for state and local government agencies. These include sourcing and purchasing capabilities as the top priorities for OSD, and functionality that can support vendor engagement and contract management. OSD is seeking to learn more about systems that are easy to use and intuitive for all users engaged in public procurement, and that can be easily adapted to meet evolving needs and functionality, including by OSD/Commonwealth staff. The system must support OSD’s statutory mandate to conduct open, fair, and competitive procurements, and provide public-facing access to relevant procurement documents and retention requirements, as consistent with the Massachusetts Public Records Law. This RFI is exploratory in nature and does not represent a commitment by the Commonwealth to issue a solicitation or award a contract.
