The contractor shall: 1. Task 1 – Project Initiation • Conduct a kickoff meeting with SEO staff. • Deliver a Kickoff Memo & Work Plan including methodology, data sources, staffing plan, and detailed schedule. 2. Task 2 – Technical Potential Analysis • Perform a high-resolution GIS-based geospatial analysis of statewide solar PV potential by market segment. • Utilize LiDAR data, building footprint, parcel data, and land-use classifications to define the total area of where solar could potentially be placed. • Deliver maps, capacity estimates (MW), and suitability indices. 3. Task 3 – Economic & Financial Analysis • Conduct LCOE, payback, and ROI modeling for each segment under current and projected scenarios. • Recommend and perform sensitivity analysis for incentive levels, SREC pricing, and cost declines. 4. Task 4 – Market Barriers Assessment • Identify, characterize and quantify impacts of economic, regulatory, interconnection, permitting, zoning, and financing barriers for each segment. • Summarize findings from stakeholder interviews and workshops.
