This Request for Proposal (“RFP”) is issued by the State of Hawai‘i’s Department of Human Resources Development (“DHRD”) to solicit proposals from qualified professional consulting service providers. The purpose of this RFP is to obtain expert services to conduct an expeditious comprehensive review of the State of Hawai‘i’s (“STATE”) classification and compensation systems for civil service positions under DHRD’s jurisdiction to modernize the classification and compensation systems to attract and retain qualified and capable employees and strengthen the STATE’s ability to deliver ongoing efficient and effective services to the public, and to comply with the provisions of Act 180, SLH 2025.
