SCDMV employs a multi-tiered architecture in its core business systems. The Business application tier utilizes MicroFocus Visual COBOL running under IIS on MS Windows 2022 servers. The agency requires an experienced dedicated COBOL programming service that has working knowledge of and experience in applying SC Driver Licensing laws to adequately support the Drivers Services functions in the core system, which includes troubleshooting, modification, and enhancement of existing COBOL functions in this environment within the existing SCDMV application framework. The agency does not have the needed expertise without this service. In absence of this dedicated service, the agency will be unable to meet the obligations to maintain these system functions nor implement required changes to adhere to agency needs and externally mandated system changes.
