The selected legal counsel shall provide, but not be limited to, the following services: Legal Representation & Proceedings • Represent the City in administrative and judicial proceedings, including matters before the: o New Mexico Office of the State Engineer (OSE) o Interstate Stream Commission o New Mexico Environment Department o New Mexico Water Quality Control Commission o State and Federal Courts (as required) o Other relevant boards, agencies, or commissions Water Rights Administration • Provide legal services related to: o Acquisition, leasing, transfer, and protection of surface and groundwater rights o Water rights adjudications o Permitting processes o Return flow credit tracking and accounting o Strategic planning related to long-term water portfolio management Contracts, Ordinances, and Policy Support • Draft, review, and provide legal guidance on: o Water service agreements o Intergovernmental agreements...
