1. The Contractor will provide a strategic mix of OTT channels to our target audience (18- to 34-year-olds interested in pursuing higher education opportunities). 2. The Contractor will exclusively geo-target the following zip codes: Clark county, WA: 98601, 98604, 98606, 98607, 98622, 98629, 98642, 98660, 98661, 98662, 98663, 98664, 98665, 98666, 98667, 98668, 98671, 98674, 98675, 98682, 98683, 98684, 98685, 98686, and 98687; and Cowlitz county, WA: 98581, 98603, 98609, 98611, 98616, 98625, 98626, 98632, 98645, 98649, and 98674. 3. The Contractor will use third-party data to reach an expansive geo-targeted market. 4. The Contractor will assure and certify that they offer brand-safe, fraud-free channels. 5. The Contractor will assure and certify selected channels reach the strategically selected targeted audience. 6. The Contractor will retarget those who receive WSU Vancouver’s OTT advertisements and/or show interest in WSU Vancouver. 7. The Contractor will adhere to Web Content Accessibility Guidelines (WCAG) 2.1
