Once a Task Order for a specific surplus property has been assigned to an On-Call Consultant, the selected Consultant will: 1. Prepare a written, organized Marketing Plan, within 21 days of authorization, to include- - Identification of the property including block and lot and street address. - Description of the property. - Market Conditions as they impact the property. - How the zoning impacts the property. - An asking price, based upon Current Market Analysis, established by the Consultant and subject to the County’s approval (If marketing services are being provided during the public auction phase, a property appraisal and/or the Consultant’s recommended asking price may be used to set the minimum bid amount.) - Promotional strategies to select markets of unique buyers. - Competitive Listings currently on the market. - Recommendation as to how to best advertise and market the property through public auction, or after an unsuccessful auction. - Effective advertising for targeted markets and buyers. - Identify alternative platforms to maximize efforts to sell the property. - Optimize efforts to reach buyers. - Discussion of other factors or characteristics relative to the property or the market. a. Compensation to the Consultant for the reviews and preparation of propertyspecific Marketing Plan, as described in Scope of Work Item No. 1, will be billed at a fixed rate of $125.00 per hour up to a maximum of eight (8) hours, inclusive of any site visit. b. Compensation for the work described in Scope of Work Item No. 1 above, will be paid to the Consultant regardless of the County's decision to proceed with the implementation of the Consultant's Marketing Plan. c. The Consultant's Marketing Plan will: i. Provide a detailed description of the marketing strategy and specific actions which will be performed to attract the greatest number of potential buyers at the highest possible price for the County's surplus property. ii. Identify all of the Consultant's estimated number of man-hours and out-ofpocket expenses for implementation of the plan. 1. Compensation for the Consultant's actual man-hours expended in the carrying-out of the County-approved Marketing plan will be paid the fixed rate of $125 per hour, plus actual out-of-pocket expenses without markup, to include but not limited to printing, advertisement, postage and copying, subject to an agreed upon maximum fee prior to the County's authorization to commence implementation of the Marketing Plan. Compensation for the implementation of the marketing plan is a separate estimated cost, in addition to the compensation for the development of the marketing plan outlined in Scope of Work Item No. 1 above.
