The general scope of services shall include, but not be limited to, the following tasks: 1. Establish Process Before starting formal work, a project kick-off meeting will be held with the Contractor and staff to discuss overall project goals and develop a project schedule for review of work products. A public participation plan, including meetings with the Spencer Planning Board, shall be prepared as part of the project kick-off. The Contractor shall meet with the Building Inspector, Town Planner, and members of the Planning Board, Zoning Board of Appeals, and Board of Selectmen. The Contractor shall seek ideas and input from the public. Online and hybrid meetings are preferred for bolstering attendance. The Contractor shall prepare a memorandum summarizing the results of these meetings. 2. Analyze Existing Zoning Bylaw 3. Zoning Improvements 4.
