The successful Offeror agrees to provide to MHTC the following services: Consultant services to conduct transit grant subrecipient compliance reviews (on-site/virtually) in conformance with state and FTA requirements for the respective program(s) of which those agencies have received grant funds and/or grant funded equipment. In addition, services are to include technical assistance to MoDOT subrecipients. This RFP also seeks support for MoDOT staff members in the Transit Section of the Multimodal Operations Division in the administration of and compliance of federal FTA programs as outlined in the FTA Master Agreement and program-specific guidance, as well as state funded programs, by providing technical assistance and deliverable products as needed to assist MoDOT staff in carrying out the responsibilities of federal and state transit programs. 4.2. Specific Services The Offerors agree to perform specific services within the above stated scope of work to include, but not be limited to the following: The selected consultant must report in writing to MoDOT the results from each on-site review. The consultant must provide relevant technical assistance to sub-recipients for compliance areas initially found deficient and follow-up with such agencies until full compliance with all applicable FTA requirements is achieved. Based on the number of current active sub-recipients in each grant program, the following estimated number of annual transit grant sub-recipient on-site reviews may be conducted: 41 – FTA Section 5310 sub-recipient on-site reviews, 14 – FTA Section 5311 sub-recipient on-site reviews, MoDOT is seeking consultant services to augment staff by providing technical assistance and deliverable products as needed to assist MoDOT staff in carrying out the responsibilities of federal and state transit programs.
