The service provider shall comprehensively and thoroughly survey between 100 and 400 buildings/structures depending on unit cost of the surveys and analysis returned by the selected service provider. Once the service provider is selected, unit costs will determine a more precise number of buildings/structures to be sampled. Soil surveys will include planning sampling efforts, implementing survey plans, collecting soil samples for analysis, analyzing collected soil samples for lead using laboratory analysis methods (XRF is not considered an acceptable approach on its own), reporting results, and properly disposing Personal Protective Equipment (PPE) and contaminated soil generated during the sampling events, in coordination with Environmental Division Resource Conservation and Recovery Act (RCRA) requirements. 3 1.3.2. The service provider shall provide a comprehensive report for each building/structure, including outlining which steps were completed for the inspection, which strategies used, observations, results of the findings, and recommendations for remediation where necessary.
