The Department of Information Technology (NCDIT) and North Carolina Longitudinal Data System (NCLDS; https://nclds.nc.gov/) is seeking proposals from innovative offerors with experience developing and operationalizing Trusted Execution Environments (TEE; also referred to as Trusted Research Environments [TRE] or Secure Data Enclaves [SDE]). NCLDS is North Carolina’s statutorily authorized entity for preparing and linking data; enabling the exchange of data among agencies, institutions, and approved data requesters; and generating timely and accurate data to guide decisionmaking. NCLDS’s TEE will enhance the state’s ability to deliver secure, managed data services via control of data access, minimization of data movement, and provision of comprehensive analytical workspaces for NCLDS, its partner organizations, and approved data requesters—all supported by the highest security standards. The NCLDS TEE will enable the state to provide the following services: • Secure, managed data access: The TEE should provide a secure, Administrator-managed cloud-based virtual Environment in which approved and credentialed Users can access and work with approved data • Reduced movement of data: The TEE should reduce the need for data to be transmitted externally to User-managed environments • Provision of a comprehensive analytical workspace: The TEE should support robust analysis of approved datasets via availability of a full suite of in-environment tools
