The Scope of Services will include all management, supervision, labor, transportation, and equipment necessary to perform debris monitoring services related to debris removal operations following a debris-generating disaster, including: monitoring debris removal in the field and at debris sites; measuring and certifying truck load capacities, ensuring segregation of debris types (including hazardous wastes); ensuring eligible debris collection and documentation; support recorded observations with digital photography and videos; reporting of irregularities to appropriate personnel; ensuring compliance with contractor scope of work; maintaining documentation of debris eligible for removal and equipment used; and, ensuring compliance with applicable state and federal guidance, including FEMA requirements, to conform with the Public Assistance Program.
