Design: Submit for review a bid for the following services: A. Visit each location and document size and location of each fuel storage tank, all supporting utilities, existing conditions surrounding each tank noting current tank pads, fueling pads, fencing, tank monitoring equipment and fuel tank inventory control. B. Design of the installation of a Pneumercator tank monitoring system or equal, and a Fuelmaster tank inventory system or equal for each fueling location. C. Develop and provide a cost comparison between three (3) different tank monitoring systems and tank inventory control systems with a comparison of the pros and cons of each including a comparison of the manufacturer’s quality of support. This portion will include communication with representatives from CTDOT to record comments and recommendations based on past CTDOT experience with different tank manufacturers. D. The development of these fueling facilities will be done in consultation with fueling system representatives from the State of Connecticut Department of Transportation (CTDOT), in order to provide a system similar to the CTDOT fueling locations. Provide for time to consult with DEEP and DOT in the development of this system. E. Develop a preliminary design report showing 100% schematic design for each location F. Meet with DEEP to discuss schematic designs. G. Complete the design development phase with review submittals at 50% and 100% design, The designs shall include construction methodology and site design including excavation, grading, and temporary staging areas. H. Provide a cost for preparing the as-built plan of the installed monitoring equipment to support the renovated fueling system. I. Develop a cost and construction timeline estimate for each location. J. Provide a recommendation for the amount and duration of construction administration for the construction. K. Develop contract documents for bidding and construction including technical specifications. L. Coordinate and attend appropriate system start up and owner training meetings. M. All submittals shall be signed and stamped by a Connecticut Licensed Professional Engineer and Land Surveyor.
