Phase I – Standards Interpretation & Impact Rating Validation • Review EWEB’s BES asset inventory and preliminary Impact Rating analysis. Evaluation will be provided 1) under EWEB’s current configuration and 2) with revisions to our configuration and operations to determine opportunities to simplify systems and impacts to the grid. • Validate interpretation of CIP-002-8 criteria and confirm required Impact Rating analysis evaluated by EWEB staff. Provide a framework for analysis. • Deliver a written Impact Rating Validation Report documenting assumptions, decision points, and rationale. If Phase I determines Impact Rating Analysis remains at Low, the project will be complete, and no further support is required. If the Impact Rating Analysis indicates a change to Medium or High, a Notice to Proceed will be issued for Phase II work, once received the work can begin immediately. Phase II – Gap Assessment and Roadmap Development Gap Assessment • Conduct a structured review of EWEB’s current practices against Medium/High Impact requirements. • Identify gaps, partial compliance areas, and strengths. • Deliver a Gap Assessment Report with recommendations and prioritization. Roadmap Development • Collaborate with internal stakeholders to prepare a Compliance Roadmap including: o Sequenced actions and milestones o Staffing and resource requirements o Technology/tool recommendations o Estimated timelines aligned with CIP-002-8 implementation expectations • Provide a draft roadmap (Feb 28, 2026) and final roadmap (Apr 30, 2026).
