House Enrolled Act 1461 (2025) required the issuance of this RFI to obtain information about technology that can be used to: (1) enhance: (A) the collection of Indiana road data; (B) the evaluation of Indiana road data; and (C) the display, visualization, and monitoring of data concerning: (i) the condition, maintenance, and repair of; or (ii) other capital investment in; Indiana roads based on Indiana road data; and (2) allow members of the public to voluntarily submit data, information, or other feedback regarding Indiana road conditions for purposes of augmenting Indiana road data; with the goal of better informing Indiana citizens and informing decision making regarding road and bridge maintenance. The goal of this RFI is to solicit innovative ideas regarding the concepts captured in this provision of Indiana law, which regard data collection and what is commonly known in the technology industry as ”business intelligence” solutions. To that end, please provide the following information in your response: 1. Identify yourself, your organization, and your knowledge of the subject area. 2. Please explain your proposed solution. 3. Assume that neither the State nor LTAP currently have the staff capacity to implement a new initiative without additional resources or funding. Explain the costs to the State or LTAP in implementing, overseeing, and maintaining the proposed idea. Estimate the amount of time it would take the State or LTAP to implement the proposed solution. 4. Identify any programmatic needs you believe are necessary in order to implement and maintain your proposed solution. 5. Identify states or government entities that have implemented your proposed idea. Provide legal citations to any laws, regulations, or policies promulgated by those governments related to your proposed idea. Explain the results those governments have experienced with the solution.
