The Contract is anticipated to be executed in phases. All the phases are intended to be sequential but may be executed in parallel with other phases, combined with other phases, or out of sequence. There is no guarantee that all these services or phases will be used. Wastewater Treatment Division (WTD) protects water quality and public health in the central Puget Sound region by providing high-quality and effective treatment of wastewater collected from local sewer agencies. King County provides wholesale wastewater conveyance and treatment services to 18 cities, 15 local sewer utilities, and one Indian tribe in King, Snohomish, and Pierce counties. The local agencies that WTD serve, own and operate independent collection systems to collect and carry wastewater flows in their service areas to the County’s regional system for treatment and disposal. WTD serves about 2 million people within a 424- square-mile service area, which includes most urban areas of King County and parts of south Snohomish County and northeast Pierce County. WTD’s wastewater system includes the following assets: 1. 3 large regional wastewater treatment plants (West Point Treatment Plant in the City of Seattle, South Treatment Plant in the City of Renton, and Brightwater Treatment Plant near the City of Woodinville); 2. 2 small wastewater treatment plants (1 on Vashon Island and 1 in the City of Carnation); 3. 1 community septic system (Beulah Park on Vashon Island); 4. 5 combined sewer overflow (CSO) wet weather treatment stations (Alki, Carkeek, Georgetown, Mercer St. Tunnel/Elliott West, and Henderson/Norfolk—all in the City of Seattle); 5. 4 CSO wet weather storage facilities (South Magnolia, Murray, Rainier Valley, North Beach); 6.
