4 Scope of Services The selected consultant will be expected to perform, at a minimum, the services outlined below. 4.1 Current Program Analysis 1) Review existing plan documents, rate structures, contribution percentages (both contribution rates and percentages relative to a sample of employee salaries), and plan designs for both active employees and retirees. 2) Analyze the Health Insurance Trust structure and fund balance over time, including current liabilities and sustainability projections. 3) Evaluate utilization trends and the impact of the limited High-Deductible Health Plan (HDHP) offering. 4.2 Benchmarking & Market Analysis 1) Compare the Town's current health plan offerings (design, employer/employee contributions, coverage tiers, plan flexibility, etc.) against a cohort of comparable Massachusetts municipalities. 2) Identify areas where the Town is above, below, or in line with the market in terms of: a) Plan design b) Plan offerings single, 2-person, family c) Cost-sharing and contribution rates/levels d) Benefit levels e) Employee and retiree cost burden 3) Evaluate how the Town’s offerings compare to plans offered through the GIC, MIIA, and other regional group purchasing options. This should include modeling scenarios that align Westford with its market basket communities in terms of employer contribution levels. 4) Evaluate the total cost per member per year for the Town’s offerings compared to that of municipalities participating in the GIC and MIIA on both net and gross basis. This analysis should consider savings derived from employee participation in all or some of the participating GIC carriers including Point32Health, Mass General Brigham, and Wellpoint, respectively.
