i. Equipment Installation and Monitoring. The Contractor would provide DVERS to Home+ clients living throughout the five boroughs who have been found eligible by ENDGBV and/or the Home+ contracted domestic violence service providers (“Home+ service providers). The Contractor would: facilitate the installation of the DVERS equipment in the client’s home; ensure ongoing technical and practical full-functionality including by performing maintenance and repairs; ensure continuous alarm activation monitoring and effective, immediate response; implement client-customized alarm notification protocols; and deactivate/de-install devices that are no longer deemed necessary by Home+ program providers. 1. The Contractor would have to be equipped to ensure provision of 24/7 DVERS services in all five (5) New York City boroughs, with emergency continuity of operation plans in place, either directly or through subcontracting. 2. The contractor would ensure that Home+ clients do not incur any costs related to any Home+ services, including but not limited to: equipment and supplies; installation/de-installation, maintenance and repair work; and any DVERS activation response, communication, and follow-up. 3. The Contractor would provide all DVERS services within the context of Home+ low-barrier model, which does not require clients to have Orders of protection, law enforcement engagement, criminal legal reports, or other agency or system involvement/documents to obtain services. To this end, the contractor and any subcontractor(s) would provide services to Home+ clients irrespective of arrest history, conviction history, and/or any other degree of systems-involvement, which can occur due to abusive tactics against survivors and/or as a result of the survivor resisting abuse. 4. With the support of ENDGBV and/or Home+ program providers (with ENDGBV approval), the Contractor would provide all DVERS services in a manner that demonstrates an understanding of the impact of domestic and/or gender-based violence on survivors and must include the application of trauma-informed and client-centered practices. 5. Prior to delivering services to any clients under Home+ and accessing any client information, the selected vendor would be required to sign all data sharing agreements and/or non-disclosure agreements as required by ENDGBV and/or HRA. The selected vendor would be required to immediately extend all terms of all such agreements to its subcontractors. 6. The proposer would have three (3) years of demonstrated experience within the last five (5) years installing and monitoring DVERS equipment and a call center to respond to activated alarms as well as have demonstrated various efforts to specialize and tailor the services and equipment specifically for survivors of DV/GBV.
