The Council shall carry out the following duties and functions: Assist, support and cooperate with MDPH in its efforts to carry out the provisions of M.G.L. c. 111C to coordinate, maintain and improve the EMS system. Assist MDPH with providing information, education and technical assistance on EMS system planning and coordination to local jurisdictions and EMS services in its region. Appoint a Regional Medical Director who is a physician, board-certified in emergency medicine, with a subspecialty board-certification in EMS preferred. Cooperate with other regional EMS councils, as necessary, to carry out the work of MDPH. Assist MDPH in assuring quality educational programs for EMS personnel by evaluating the quality of existing educational programs and reviewing existing training programs for EMS personnel. Assist MDPH in establishing, coordinating and maintaining communications systems compatible with established MDPH policies and plans. Develop and maintain a regional EMS plan that is consistent with the state EMS plan pursuant to 105 CMR 170.050. The Council shall submit the plan to MDPH for review and approval prior to implementation. The plan shall consist of regional service zone plan pursuant to 105 CMR 170.520; regional plans, in accordance with applicable MDPH approved statewide plans regarding point-of-entry, EMS communications, accessing critical care and air ambulance services, and EMS response to mass casualty incidents. Provide planning and technical assistance to local jurisdictions in EMS Region III with identifying, coordinating and making optimal use of all available EMS resources within the service zone and drafting service zone plans. Draft and maintain updated bylaws in accordance with 105 CMR 170.103(E). Bylaws shall be submitted to MDPH, as updated, for review and evaluation. Hold meetings with sufficient frequency to ensure execution of duties and functions and to ensure adequate information is transmitted to and from organizations, groups, professions, occupations, services, and/or disciplines and consumers represented by respective Council members.
