Contractor Responsibilities The awarded contractor shall provide services as set forth in this RFP, as more specifically described in this Section. 4.2 Eligible Uses of Funds The Community Enhancement Grant Program supports public services that benefit low- and moderate-income individuals, defined as households earning less than 80% of the Area Median Income (AMI). Funded programs must ensure and document that at least 51% of participants meet this income eligibility threshold. (See Appendix III: Income Verification.) Eligible activities may include, but are not limited to: • Assistance for households exiting homelessness • Reintegration services for ex-offenders • Job training and workforce development • Youth tutoring and gang prevention initiatives • Substance abuse prevention and treatment • Individual or family counseling services • Childcare assistance • Programs serving older adults Note: The purchase of small electronics (e.g., computers, tablets, phones, and accessories) is not an eligible expense under this program.
