It is the intent of the Joint Meeting to solicit Qualification Statements from Respondents that have expertise in the provision of legal services – Special Counsel for Pre-Treatment Violations. Firms and/or persons responding to this RFQ shall be able to demonstrate that they will have the continuing capabilities to perform these services: a. Special Counsel for Pre-Treatment Violations services as requested by the Joint Meeting including representation of the Joint Meeting in the prosecution, negotiation, and settlement of pre-treatment violations. b. Attendance at regular, special and emergency meetings of the Joint Meeting, as required; c. Attendance at all other meetings that the Joint Meeting or its Executive Director deem necessary; d. Prepare legal opinions or legal memoranda as requested by the Joint Meeting or its Executive Director including, but not limited to, monthly counsel reports.
