Veterinary Clinic Requirements 2.1.1 For the purposes of this bid, the veterinary clinic is defined as a brick-andmortar physical facility, functioning as a veterinary clinic for public use, and is located within a 15-miles radius of the Beaumont city limits. 2.1.2 At least one (1) veterinarian licensed and approved by the Texas State Board of Veterinary Medical Examiners. 2.1.3 Specialize in dog or cat surgical sterilization and Shelter medicine. 2.1.4 Provide rabies observation on quarantined animals. 2.1.5 Perform all examinations and surgeries as indicated and approved by the City. 2.2 Spay/Neuter Surgeries Contractor will provide complete basic spay/neuter surgeries for all dogs and cats, 8 weeks of age and older and/or at least 2 lbs., as requested. 2.3 Trap-Neuter-Return Program The City has established a trap-neuter-release program which provides for the capture of feral cats for the purpose of controlling the feral cat population through sterilization. 2.3.1 The City will transport captured feral cats to and from the veterinary clinic. 2.3.2 The City will only transport feral cats to the veterinary clinic that are trapped within the Beaumont City Limits. 2.3.3 The City will pick up the feral cat the day after surgery and will return the feral cat to the location that it was trapped. 2.3.4 The City will maintain accurate records on the number of feral cats brought to the veterinary clinic. 2.3.5 A veterinarian will be responsible for the following: 2.3.5.1 Anesthetize the cat for surgery. 2.3.5.2 Test the feral cat for feline leukemia/aids with City provided tests. If the feral cat tests positive for feline leukemia/aids then euthanize the feral cat. If the test is negative for feline leukemia/aids then spay/neuter the feral cat. 2.3.5.3 Vaccinate the feral cat with City provided FVRCP and Rabies vaccine. 2.3.5.4 Deworm the feral cat with City provided dewormer if needed. 2.3.5.5 Clip ear of feral cat to mark that the cat has been spayed/neutered. 2.3.5.6 Feral cat is to remain at the veterinarian clinic overnight for observation...
