3.3.3 Draining and Rinsing a. Provide all equipment and consumables required to execute draining, capturing, and disposing of AFFF currently in the ARFF vehicles. b. Rinsing agent or equipment may not require permanent modification of vehicles. c. Provide secondary spill containment and set up a contained work area. d. Provide holding tanks to collect and store drainage and rinsate. e. Provide PFAS-free water storage tanks. f. Operate all equipment and take full responsibility of employees and any subcontractors for safety. g. Solvent solution cannot contain CERCLA-listed Hazardous Substances. h. Position equipment in secondary containment. i. Drain all AFFF concentrate from tanks, lines, test cart, and all systems. j. Conduct thorough rinse of entire system. If there is evidence that the cleaning efforts are impacting the condition of equipment, notify and consult with the Owner before proceeding. k. All rinsate containers need to be DOT-approved and labeled. l. Repeat for remaining ARFF truck and foam test cart. m. Conduct proportion testing. n. Demobilize cleaning equipment. o. Return workspace to beginning conditions. 3.3.4 Waste Management a. Capture all waste streams and containerize in DOT-approved containers for transport and legally dispose of materials. Arrange for transport of waste and assume all related costs (if applicable depending on proposed disposal & destruction methods). The Owner shall have the right to temporarily suspend work if spills or insufficient collection of rinsate are observed. No additional compensation will be paid if the Owner stops or postpones the work for reasons that within the Contractors control. b. Properly label all containers with contents and applicable hazard and contact information. c. Coordinate with a hauler for disposal. If waste is determined to be hazardous waste, coordinate with licensed hazardous waste hauler to licensed hazardous waste treatment, storage, disposal facility. d. Maintain and provide the Owner documentation of waste materials, characterization data, volumes and disposal manifests.
