4.2.1. Extracting data from cost reports to be utilized in the determination of DSH eligibility and calculation of allowable DSH payments; 4.2.2. Populating DSH eligibility worksheets with information gained from the cost reports; 4.2.3. Obtaining claims summary reports from the KDHE-DHCF to be used in the DSH eligibility worksheets; 4.2.4. The Contractor will provide a secure portal to download the worksheets to Kansas hospitals, providing an electronic worksheet for completion. The Contractor will follow-up with hospitals to ensure response; 4.2.5. Calculation of allowable DSH payments based upon information received; 4.2.6. Provide a final worksheet to KDHE-DHCF, reflecting DSH payments by hospital. 4.2.7. In addition, to reviewing the S-10 worksheet (hereinafter the “S-10 Worksheet”) that is part of the Medicare cost report filed annually by certain hospitals, Contractor will perform a more comprehensive review of uninsured charity data for those hospitals that are not required to file the S-10 Worksheet to fulfill requirements in the CMS approved Uncompensated Care (UC) protocol. The Contractor will: A. Update the Disproportionate Share for Hospital (DSH) and Uncompensated Care Costs (UCC) survey. B. Perform expanded reviews to: 1. Identify potential duplicate or non-allowable claims for hospitals whose as-filed surveys exceed state claims data by +10%. 2. Upon completion of the analytical and expanded reviews, Contractor will send preliminary DSH and UCC survey computations to the State for approval prior to hospital distribution. C. The Contractor will conduct the identified work in accordance with the consulting standards established by the American Institute of Certified Public Accountants (AICPA), including all relevant professional and ethical requirements.
