Provide environmental support to SCDOT staff for preconstruction projects to ensure appropriate documentation and permits are obtained prior to obligations. Primary Objectives: 1. Provide accurate representation of the Waters of the US (WOTUS) a. In preparation for Section 404/401 Permitting. b. For incorporation into conceptual design plans for avoidance and minimization during preconstruction design. 2. Obtain Environmental Permits at least 90 days prior to construction obligation. 3. Provide Natural Resources documentation necessary for permits and NEPA documents. 4. Assist ESO staff in environmental plan reviews and alternative delivery documentation. 5. Complete noise analysis on projects as needed. 6. Prepare and review NEPA documents for ESO staff. Permitting: • Delineation of WOTUS and supporting documentation • Preparation of a Permit Determination • As needed, Preparation of Requests for Jurisdictional Determination (JD) • Preparation of US Army Corps of Engineers (USACE)/ SC Department of Health and Environmental Control (SCDHEC) 404/401 Individual Permit, General Permit or Nationwide Permits. o Including Drawings and Maps o Using SCDOT ePermit process • Attend USACE/SCDHEC Pre-Application Meetings. • Attend Agency Coordination Effort (ACE) Meetings. • Assist in the development of a compensatory mitigation plan • Delineate the critical line as defined by Bureau of Coastal Management. • Preparation of Ocean and Coastal Resource Management (OCRM) Critical Area Permits. • Preparation of SCDHEC Navigational Permits. • Preparation of SCDHEC Land Disturbance Permits/ Coastal Zone Consistency (CZC). • Survey for Threatened and Endangered Species and preparation of appropriate reports. o Specific surveys may include: Northern Long Eared Bat Carolina Heelsplitter • Delineation of Essential Fish Habitat (EFH) and preparation of appropriate reports. • Survey for Migratory Birds DESIGN BUILD: • Engagement of local elected officials and agency briefings • Project Office Support • Engagement Survey • Project Management and Coordination • Project email addresses NEPA • Preparation of Environmental documents for NEPA compliance • Traffic / Noise studies • Cultural Resource Surveys • Community Impact Studies
