Mandatory Requirements and Specifications: Vendor shall describe its approach and methodology to providing the service or solving the problem described by meeting the mandatory requirements and specifications listed below: The Vendor must be responsible for hiring, training, and assigning staffing to perform and deliver the requirements described throughout this RFP. The Vendor must be able to increase or decrease staffing based on the needs of disaster survivors. The Vendor must assess and provide a report to WVEMD of staffing needs monthly with an option to reevaluate staffing needs after the first six (6) months of the contract. All changes in staffing must be approved by the Agency before occurring. Any staffing increases beyond what is mentioned in this scope of work will need to be approved by Agency before proceeding. Background checks will need to occur prior to onboarding staff. Agency must review and approve all background checks of Vendor staff anticipated for all positions outlined in this RFP. The cost of said background checks shall be the sole responsibility of the Vendor. At a minimum, the Vendors Disaster Case Management software must be able to provide WVEMD reporting and information on the following: Case Intake and Demographics- This section establishes the foundation for the report, including the individual's name, contact information, and relevant demographics. Assessment of Needs- A thorough assessment identifies the specific disaster-related needs of the individual, such as housing, financial assistance, healthcare, and emotional support. Recovery Planning- This section outlines a structured plan for achieving the individual's recovery goals, including specific steps, timelines, and responsible parties. Intervention Strategies- Describes the specific actions and resources utilized to address the individual's needs, such as referrals to relevant agencies, advocacy efforts, and counseling services. Progress Monitoring- Tracks the individual's progress towards their recovery goals, including any setbacks and adjustments to the recovery plan. Resource Referrals- Documents the resources and services accessed by the individual, including agency names, contact information, and types of assistance provided. Advocacy Efforts- Highlights any advocacy efforts undertaken on behalf of the individual, such as assisting with applications, resolving disputes, or ensuring access to appropriate services. Challenges and Solutions- Identifies any challenges encountered during the case management process and documents the strategies implemented to overcome them. Evaluation and Conclusion- Summarizes the overall effectiveness of the case management process and provides recommendations for future disaster recovery efforts. The Vendor must provide all supplies and equipment necessary to fulfill the scope of work under this RFP including, but not limited to, office space, computers, hardware, general software, disaster case management software, network equipment, internet services, telecommunications and any other infrastructure needed. WVEMD shall not provide, fund or bear responsibility for any supplies, equipment, software, or infrastructure required for the vendor to fulfill the scope of work under this RFP. The Vendor will not be permitted to connect to the State network.
