1. ADES Mission and Vision Statements 1.1 ADES Mission: To strengthen individuals, families, and communities for a better quality of life. 1.2 ADES Vision: A thriving Arizona. 1.3 DDD Mission: To empower individuals with developmental disabilities to lead self-directed, healthy, and meaningful lives. 2. Purpose 2.1 Purpose Statement: The purpose of the Partners in Leadership (PIL) Training program is two-fold: to teach Intellectual and Developmental Disability (IDD) best practices and to teach the competencies needed to influence public policy for the IDD population. 2.2 Legal Authority: The Arizona Revised Statutes (A.R.S.) § 41-1954. A.6. provides the Department the authority to contract and incur obligations within the general scope of its activities and operations. 2.3 Projected Awards: It is the intent of ADES to make single or multiple awards, whichever is in the best interest of the state, to ensure services are available Statewide. The Contract shall be in effect for two (2) years, with extension options in accordance with the Special Terms and Conditions, Section 13, Contract Term and Option to Extend. 2.4 Projected Utilization: This contract is on an as needed, if needed, basis. ADES makes no guarantee of the number of payments to be authorized. 3. Service Description 3.1 Taxonomy Definition: H053-00 - Training Services that are organized with specific skill instruction designed to produce a measurable outcome. 3.2 Actual Service Description: Partners in Leadership/Policymaking is a leadership and advocacy training program for individuals with Intellectual and Developmental Disabilities (IDD) and parents/guardian. The goal of the program is to educate PIL Participants to become active partners with policymakers. Partners in Policymaking provides participatory training in best practices, current issues, trends in service provision, and advocacy skills to promote citizen involvement and leadership. The PIL Training program teaches leadership skills and the process for developing positive partnerships with elected officials and other policymakers who make policy decisions about the services and supports used by people with disabilities and their families. PIL graduates often assume leadership roles in a variety of community and statewide organizations. 3.3 Background: In 1987, the Minnesota Governor’s Council on Developmental Disabilities created Partners in Policymaking®. Since then, Partners programs have been implemented throughout the United States and internationally. Partners is an innovative, competency-based leadership training program for adults with disabilities and parents of young children with developmental disabilities. The purpose of the program is two-fold: to teach best practices and to teach the competencies needed to influence public policy.
