1) Purchase and development of the entire 2-acre site. 2) A for-sale housing project that provides homeownership opportunities for first-time buyers and middle-income earners. The city will not consider submittals that propose non-residential uses. 3) A project that makes the most of the available land area to provide housing units. 4) An aggressive timeline for receiving zoning and any other necessary entitlements from City Council and for construction of the development. 5) Aesthetically pleasing design that exceeds the city’s minimum development requirements. 6) Recognition that the proposed development project may raise concerns for neighboring residents and therefore inclusion of a strategy to mitigate any potential impacts that could be viewed as having a harmful effect on health, safety, or quality of life. For example, the alley between the city’s site and the residences to the north will be maintained for trash collection. It is expected the project will be designed in a way that considers potential privacy concerns.
