he selected engineering consulting firm shall be capable of providing the following tasks of each project: Surveying – Perform all ground surveys and property boundary surveys needed to prepare final construction plans in accordance with the SCDOT Pre-Construction Survey Manual and under the direction of a registered South Carolina Professional Land Surveyor. SUE – Provide all equipment, personnel and supplies necessary for the completion of all subsurface utility investigations (Quality Levels A, B, C & D) as required to support Utility Coordination and the construction of the projects. SUE CADD standards shall comply with the SCDOT Subsurface Utility Engineering CADD Development Manual. Geotechnical Design – Perform geotechnical investigations, design and analysis as required and in accordance with the SCDOT’s Geotechnical Design Manual and all other applicable standards and guidelines. Environmental documentation – Perform the environmental studies as necessary for the environmental document that is required for each project. The environmental document shall be in accordance with NEPA and all other applicable standards and guidelines. Environmental permitting – Perform wetland delineations, obtain jurisdictional determination, and prepare all permit applications, documents and drawings as required for and in accordance with County, SCDOT, SCDES, USACE and all other applicable local, state and federal standards and guidelines.
