1.1. The Contractor must review, analyze, and provide recommendations regarding New Hampshire’s Child Support Guidelines (“Guidelines”) to the Department in accordance with RSA 458-C:6, Review of Guidelines, and 45 CFR 302.56(e), Guidelines for setting child support orders. 1.2. The Contractor must conduct and complete a thorough and impartial review of the Guidelines established in RSA 458-C, Child Support Guidelines, to determine whether application of the guidelines results in the determination of appropriate child support award amounts. 1.3. The Contractor must utilize statewide data and relevant information and develop a data collection strategy to analyze deviations from Guidelines and Guideline percentages, including, but not limited to: 1.3.1. Income imputation. 1.3.2. Default orders. 1.3.3. Use of the self-support reserve. 1.3.4. Payments. 1.4. The Contractor must ensure the collection strategy meets federal data requirements set forth in 45 CFR 302.56(h)(2) and address how to sample all types of child support cases. 1.5. The Contractor must establish a list of data fields to be extracted from the Department’s automated system and plan for obtaining data from the New Hampshire Administrative Office of the Courts for child support orders not registered with the Department for enforcement.
