Develop proposed rates and fees that will be adequate to pay each system’s costs, capital improvements and related debt service for the near term (7 years). These proposed rates need to achieve this objective while being fairly structured for all rate payers, and minimizing excessive rate increases year over year. Make all necessary recommendations to guide the Town in the setting all needed rates, fees, water blocks, and policy changes now and in the near term. a. Fees also should consider intersecting service jurisdictions to limit consumer double-payment. b. Sustainable and effective adjustment policies for leak and other incidents. Additionally, perform an indirect cost transfer study, to calculate an annual amount of general fund support of the water and sewer fund. Both models should project costs out no more than 7 years. If possible, provide the Town with models in a widely used systems platform (examples: Microsoft Excel or Microsoft Access) that the Town could use to update with data going forward. Prepare a detailed report that demonstrates how the analysis was performed. Prove report as a single Adobe PDF file, with bookmarks for each section of the report. Assist the Town with a presentation at one or two public meeting that clearly explains the recommendations for rate setting and support of the indirect costs. Incorporate findings from the recent valuation and condition assessment to ensure infrastructure needs and asset values inform rate recommendations.
